The collection and processing of WEEE is the livelihood for many of the stakeholders involved. The integration of the informal sector into a transparent recycling system is crucial for better control of environmental and human health impacts. There have been some attempts to integrate the existing informal sector into the emerging scenario.
Collection points for WEEE can be established at various locations such as retail stores, recycling centers, and waste management facilities. The collection points should be easily accessible to consumers and should be clearly marked.
For the storage of the WEEE collected through the collection points, the utilization of the handover center (HOC) will be contemplated. In the handover center the defined materials will be received sorted, stored and packed in the most adequate way for the further step in the recycling/treatment chain.

Handover Centers
Incentivizing the collection of waste cables is a promiging strategy.By motivating collectors and scrap dealers to hand over unburned cables, the approach helps to redesign the interface between informal and formal recycling economy: While under usual conditions, scrap collectors and traders sold copper from burning activities to registered traders, most of them changed to sell unburned cables to the handover centre during the pilot implementation.

National collection scheme:
To incentivize the sound treatment particularly of hazardous waste streams from WEEE and such which currently have no market value, the Ministry of Environment, Science and Technology (MESTI) as an element of the Ghanaian-German
financial cooperation (FC), together with the Kreditanstalt für Wiederaufbau (KfW) is implementing a project on sound disposal and recycling of e-waste. The project pilots the incentive based collection of selected e-waste categories and handover via a Handover center (HOC) to EPA-audited formal recyclers through a tender system (Manhart , et al., 2020).
